Proposals for Implementing the Objectives
Tax incentives for inactive housing units in urban centers, so they can be integrated into the rental market (8% of the housing stock is idle)
Imposing a special tax on inactive properties in development zones, prioritizing the taxation of speculative accumulation of properties that remain unused. The revenue will fund social housing policies
Tax incentives for property owners to allocate their housing units for social housing at affordable rental prices in programs to be developed with the new Local Government
Reduced VAT and payment facilities for the renovation of abandoned buildings in urban areas to return them to the real estate market
Purchase or long-term lease of abandoned buildings and/or plots by the new Local Government for renovation or the construction of residential units and student dormitories. The construction cost will be covered by the private sector with long-term property management contracts and a legal commitment to maintain affordable rents
Urban planning incentives in urban areas, even for smaller plots, to better utilize existing properties, allowing for proper design to increase the supply of housing units
