Reform of the prisons

Conditions must comply with international and European conventions/regulations/standards. Improvement of conditions in the Central Prisons, especially for female detainees. Strengthening the institution of Open Prisons.

Measures to decongest prisons, by imposing alternative sanctions, such as community service.

Implementation of legislation for juvenile offenders.

Ongoing training for prison guards, especially on issues of violence and abuse of detainees.

Provision of psychological support, alternative methods (e.g., meditation). Transfer of ill prisoners to specialized mental health units.
